[Eric] Adding new eric4 translation

Hi there! First I'd like to congratulate Detlev Offenbach and all the
other contributors for such a fine piece of software. I'm just getting
started with PyQT and eric has everything I could ever want in an IDE,
making the whole thing very productive and fun. Since I'm not all that
proficient in python and PyQT yet, I'd be glad to give my 2 cents of
contribution translating eric to my native language, brazillian
portuguese. I've done some translation work on another QT based app
before (Tellico), so I would just like to know how can I send it
upstream when I finish it. Is it that same method of generating a .po
from a .pot file? Do I have to follow any specific guidelines to get
it done right?
