[Eric] confused about prerequisite packages

Hello,
if you are on a Win operating system, you must have Python installed (of the
right kind). Thereafter you may install the PyQt4 installer from Riverbank,
which includes everything needed.
On Linux you have to have Python and Qt installed. These are usually included
in the distributions packet management. Even PyQt and QScintilla is usually
included.
If you want to install everything from source, just get the Qt library package
for your OS.
