[Eric] The Debugger backend could not be started ?

On Windows this can happen, if the Windows Firewall is blocking the 
communication between eric IDE and eric debugger backend. The solution is to 
allow this communication.

In order to investigate other possibilities you should explain your setup and 
the steps you did to install eric a little bit.
