Note that you can satisfy all the above requirements, other than python,
without compiling a single line on windows, by going to
http://www.riverbankcomputing.com/software/pyqt/download and downloading
then installing the appropriate package from the binary packages
section: PyQt-Py/P.p/-x/W/-gpl.4.8.6.1.exe where /P.p/ is your version
of python and /W/ is 32 or 64 depending if you are working on a windows
32 or 64 bit machine. 

These packages give you:

  * PyQt
  * Qt (with database support for MySQL, PostgreSQL, SQLite3 and ODBC)
  * Qt Designer
  * Qt Linguist
  * Qt Assistant
  * pyuic4
  * pylupdate4
  * lrelease
  * pyrcc4
  * QScintilla

Which covers the list above nicely - just done a download for my self
and it came out at 29.7 Megabytes.
