Many of IDEs have such feature, although not all natively, sometimes
this is achieved by using external plugin (or "expert" as in case of
GExperts for Borland's Delphi and CBuilder). I always welcome such
feature, it is really useful, either in form of "file header template"
or as "code template" (since actual text is inserted as comment, so
obviously it is part of code),
