[PyKDE] ANN: SIP v4.0 Released

At long last SIP v4.0 has been released and is available for download from 
http://www.riverbankcomputing.co.uk/sip/download.php

Changes since v4.0rc4 include...

- complete documentation

- support for the free Borland compiler for Windows

- the addition of transfer(), wrapinstance() and unwrapinstance() to the sip 
module.

As of now SIP v3.x is deprecated.
