Yes, the PyQt4 is in Ubuntu Edgy.  In fact, I installed it in a Virtual 
Machine so I could development because PyQt4 can't be backported to Dapper 
due to a long chain of winding and intertwining dependencies (Sip, PyQt3, 
PyKDE).  It's a mess. I've tried.  I'll just wait until Edgy is released. :)
