[PyQt] split a layout in half to add a widget at runtime.

split a layout in half to add a widget at runtime.

it should work similar to split ofr Qdockwiget.
please check the image below to get an idea about it, please help me out i
am stucked.
this is before the split of the window, and please note that all the widget
are tabwidget
