[PyQt] Downloading Older Builds of PyQt

Well, in theory, all PyQt version should be compatible with all Qt versions. 
But you should be more specific in what you are trying to archive: I don't 
get what the 'fixed' elements in your equation are. Compiler, Qt, Python, 
whatever?
