[PyQt] place text in the middle of QProgressBar when setRange(0, 0) on Windows？

Don't get me wrong, cross-posting can be a pain. My comment was primarily
in regards to whether these questions should be *allowed* on this mailing
list, as I got the impression from Florian that they were *not*.
