[PyQt] Installing pyqt5 with sip and qmake executables on ubuntu

As mentioned, I am using the qmake and sip exes to build sip extensions that use qt for Mac windows and Linux.
Does the sip on pypi install the sip exe?
Qt 6 will move to cmake so that is the future. It may solve this problem in the long run. But not yet.
