Another piece of advice: For mailinglist discussions, please keep things

Indeed Python 2 is deprecated since January 2020 (not 2021).
On my Archlinux system, hplip is using Python 3 only, so it's definitely
possible.

You seem to be running the latest version, from your output.
The HP page claims compatibility with Ubuntu 20.04:

Yet apparently that doesn't work properly. But that's unrelated to PyQt
really - you'd need to ask either the HP Support or perhaps some kind of
Ubuntu forum about what's going on there.
