Improvement suggestion for pylupdate6

Hello Phil,

while porting eric to PyQt6 I saw this improvement capabilities for 
pylupdate6.

 1. If a text to be translated is empty, it should be omitted from the
    resulting .ts file. That is the behavior of lupdate5/6.
