ANN: SIP v6.7.12, PyQt-builder v1.15.3, PyQt5 v5.15.10 and PyQt6 v6.5.3 Released

A few new releases...

SIP v6.7.12 and PyQt-builder v1.15.3
These add support for Python v3.12 and preparation for PyQt5 on Apple 
silicon.

PyQt5 v5.15.10 and PyQt5-sip v12.13.0
These add support for Python v3.12. Qt5 wheels based on Qt v5.15.11 (and 
all security fixes) have also been released for macOS on Intel. The plan 
is to release similar Qt5 wheels for Linux, Windows and macOS on Apple 
silicon at a later date.

PyQt6 v6.5.3 and PyQt6-sip v13.6.0
These add support for Python v3.12. Qt6 wheels based on Qt v6.5.3 have 
also been released.
