PyQt5 for Apple Silicon Available

A complete set of PyQt5 wheels (PyQt3D, PyQtWebEngine, QScintilla etc) 
and Qt v5.15.11 wheels for Apple silicon is now available from the local 
PyPI server.

Unless there are any problems I'll move them to python.org at the end of 
the week.
