PyQt5 v5.15.11 and PyQt6 v6.7.1 Available for Testing

I've uploaded PyQt5 v5.15.11 and PyQt6 v6.7.1 to the local PyPI server 
for testing. I'll move them to pypi.org later in the week.

The PyQt5 release is a minor bug-fix release. The main problem it fixes 
is the undefined symbol problem on Linux. There are also new releases of 
PyQt3D, PyQtChart etc.

The PyQt6 release fixes the regression in pyuic6 triggered by the v6.7 
version of Designer.  It also fixes a potential deadlock when using the 
ffmpeg backend. Finally there is a full set of wheels for Linux on Arm 
(the PyQt6-sip and PyQt6-Qt6 wheels have already been uploaded to 
pypi.org).
