PyQt does not include Designer anymore, there is the unofficial pyqt6-tools
package but it hasn't been updated for more than a year.
Go to the Qt download page, get the online installer and install it from
there.
I've never installed Qt with that, so I don't know if you need to select
some specific setup option, just ensure that you select Designer in the
component list.
If you're on Linux, check your package manager, and search for "dev"
packages related to Qt.
