ANN: SIP v6.10.0 and PyQt-builder v1.18.0 Released

SIP v6.10.0 and PyQt-builder v1.18.0 have been released. Most of the new 
features in SIP are around better support for managing ABI versions and 
dependencies. It is now much easier to upgrade SIP without having to 
upgrade to a later version of the sip module.

PyQt-builder adds support for the QtStateMachine module that will appear 
in PyQt6 v6.8.1.

There are also new releases of the sip module for PyQt5 and PyQt6.
