PyQt6 v6.8.1 and Qt v6.8.2 available for testing

Wheels for PyQt6 v6.8.1 (including the new QtStateMachine module) and 
the Qt wheels for v6.8.2 are available for testing a the local PyPI 
server. I'll move them to pypi.org later in the week.
