You could install the following Kubuntu packages:

pyqt4-dev-tools
python-qt4-*
python-sip4
python-sip
python-sip-dev
libqscintilla2-*
python-qscintilla2

You didn't install the prerequisites in the order given in the eric4 readme 
file.
